Many families in Puerto Rico care for a person with disabilities without knowing there's a government agency dedicated precisely to protecting their rights. It's called the Defensoría de las Personas con Impedimentos (DPI) — Puerto Rico's Office of the Advocate for Persons with Disabilities — and knowing it can change how you navigate the system.

What the DPI is

The Defensoría de las Personas con Impedimentos is the Government of Puerto Rico agency in charge of safeguarding the rights of persons with physical, mental, or sensory disabilities. Its role isn't to provide direct care, but to advocate, guide, and oversee that this population's rights are respected in every area: health, education, employment, transportation, and public services.

What it does for families

For a family caring for a person with disabilities, the DPI can be a resource on several fronts:

  • Guidance on rights: what legal protections your loved one has and how to enforce them.
  • Complaint channeling: if you feel your loved one was denied a service or treated unfairly because of their condition, the DPI is the official channel to raise your voice.
  • Inter-agency coordination: it helps connect families with the services and programs they're entitled to.
  • Education: materials and guidance so families know the rights framework that protects them.

When to turn to the DPI

Consider contacting the Defensoría if: your loved one is denied a medical or social service because of their disability; you face accessibility barriers no one addresses; you need guidance on the rights of a bedridden person or someone with a severe condition; or you want to officially document your loved one's condition — something various procedures, including eligibility for benefits, may require.

The DPI and the daytime care credit

The Defensoría returned to the public conversation with House Bill 1476 (Proyecto de la Cámara 1476): the proposed tax credit of up to $5,000 for daytime care would require, to validate eligibility, a medical certification and the DPI's official evaluation. In other words, the agency would be part of the filter that ensures the benefit reaches those who truly need it.

If that bill advances, having a prior relationship with the DPI — file, evaluations, documentation — will put your family a step ahead. And even if it doesn't, knowing your rights never hurts.

How to prepare before going

For your visit to pay off, arrive organized: bring your loved one's ID, medical evidence of the condition, a written summary of the situation (what happened, when, who was involved), and any prior documentation of services received. Write down the names of the people you speak with and the dates. An orderly file speeds up any process, at the DPI or anywhere.

At Cuidado de Oro we work with families caring for persons with disabilities every day. Our care is non-clinical — companionship, routines, supervision, and home support — but we always guide families toward the official resources they're entitled to.

Frequently asked questions

Does the DPI provide caregivers or direct care?

No. The DPI defends rights and guides families; it doesn't provide home care services. For direct care you need an agency or service provider.

Does getting guidance from the DPI cost anything?

It's a public agency: its function is to serve persons with disabilities and their families. Check its official channels directly for the details of each process.

What documents should I have on hand?

The person's ID, medical evidence of the condition, and any prior documentation of services received. The more organized the file, the smoother the process.

Does the DPI only handle abuse cases?

No. It handles general guidance on rights, access to services, and complaint channeling. Don't wait for a crisis to get to know it.
